Abstract
21. yüzyılda pek çok gelişmiş ve gelişmekte olan ülkede sosyal belediyecilik anlayışıyla yerel yönetimler sosyal politikada etkin rol almaktadır. Sosyal belediyecilik anlayışı yerel ekonomi, yerel siyaset, refahın sağlanması, yerel kalkınma, çevre vb. gibi birçok konuda önemli bir yere sahiptir. Sosyal belediyecilik halkın sosyal sorunlarına çözüm bulmayı, halkın kültürel ve sosyal hayatına katkı sağlamayı ve halkın refahının arttırmayı amaçlamaktadır. Bu çalışmanın amacı, Zonguldak Belediyesi tarafından uygulanan sosyal belediyecilik faaliyetleri ve bu faaliyetlerden yararlananların değerlendirmelerini analiz etmektir. Çalışmada veri toplama yöntemi olarak anket yöntemi kullanılmış ve toplanan veriler IBM SPSS Statistics 22 programıyla analiz edilmiştir. Çalışmada sosyal belediyecilik faaliyetlerine yönelik vatandaş değerlendirmelerini belirlemek için frekans dağılımı ve sosyal yardım ve hizmetlerden yararlanan katılımcıların hane gelir durumunu belirlemek için ise çapraz tablo analizi yapılmıştır. Yapılan analizler sonucunda, Zonguldak Belediyesi'nin yaptığı faaliyetlerde başarılı olduğu görülmektedir. Bunun yanı sıra hane gelir durumu 2001-3000 TL arasında olan katılımcıların sosyal yardım ve hizmetlerden daha fazla yararlandığı sonucu elde edilmiştir.

Abstract
In the 21st century, in many developed and developing countries in the world, local governments play an active role in social policy with the mentality of the social municipality. Social municipality has an important place in the local economy, local politics, environment, local development, environment, etc. Social municipality is aimed at finding solutions to the social problems of the people, contributing to the cultural and social life of the people and increasing the welfare of the people. The purpose of this study is to analyze the social municipal activities implemented by the Zonguldak Municipality and the evaluations of those who benefit from these activities. In the study, survey method was used as adata collection method and the collected data were analyzed with the IBM SPSS Statistics 22 program. In this study, frequenc distribution is used to determine the participants evaluation of social municipal activities and crosstab analysis is used for to determine the household income status of participants who benefits from social assistance and services. As a result of the analyses, Zonguldak Municipality is seem successful. Also, it has been concluded that participants who are in the income status between 2001-3000 Turkish Liras benefits more from social assistance and services.
