Abstract
Politik bir araç olarak terörün kullanımı yeni değildir. Tarih boyunca terörün varlığından söz etmek mümkündür. Ancak 21. yüzyıl ile terör küresel çapta bir dönüşüm geçirmiş ve güvenlik meselelerinde ilk sıralarda yer almıştır. Bu hususta terör çalışmaları hız kazanmış ve terörü ortaya çıkaran faktörler üzerinde çok daha fazla yoğunlaşılmıştır. Bilhassa Doğu ve Batı ekseninde var olan terör politik, ekonomik, sosyolojik birçok nedenle ya da bu nedenlerin birleşimiyle ortaya çıkmış olabilmektedir. Aynı zamanda terörün ortaya çıkışında veya desteklenmesinde dolaylı ya da doğrudan şekilde Doğu ve Batı’nın birbirini algılayış şekli de etkin olmuştur. 20. ve 21 yüzyıldan itibaren galip Batı, oryantalist perspektifini bir adım ileri taşımış ve küreselleşme ile birlikte neo-oryantalizmi oluşturmuştur. Böylelikle egemen Batı tüm küreye kendi değerlerini ihraç etmeye gayret göstermiştir. Ancak Doğu’nun özü anlaşılmadan ve hesaba katılmadan kurulan bu neo-oryantalist etkileşim Doğu tarafından kendi kültür ve varlığına bir tehdit olarak algılanabilmektedir. Bu çalışma doğrultusunda bu algılama biçiminin teröre destek verdiği ya da terörün oluşumuna katkı sağladığı anlaşılmıştır.

Abstract
Use of terror as a political tool is not new. It is possible to talk about the existence of terrorism throughout history. However, with the 21st century, terrorism has undergone a global transformation and has acquired a new place in security agenda. Thus, terrorism studies have gained a momentum and much more focused on the factors those reinforce terrorism. Terrorism which come out of East and West periphery, emerged many political, economic and sociological reasons or a mix of these reasons. Besides the perception of East and West could effect to each other directly or indirectly in the process of emergence or assist to terrorism. Since the 20th and 21st centuries, West which is the winner of Cold War move orientalist perspective oforward and created neo-orientalism with the using globalization. In this way, the hegemon West has tried to make an effort in order to export its own values to whole globe. But, the neo-orientalist interaction between East and West which was established without understanding the essence of East may be in sight as a threat against culture of East. With this study, it has been understood that this perception style that emerges between East and West, serves or contributes to terrorism directly or inderectly.
