Abstract
Dünyada çevre kirliliğinin hızla artması, atık yönetimine yönelik yeni yaklaşımları gündeme getirmiştir. Bu doğrultuda, Türkiye’de 2017 yılında ulusal ölçekte Sıfır Atık Projesi başlatılmıştır. Sıfır atık politikası, atıkların önlenmesini, azaltılmasını, yeniden kullanılmasını ve geri dönüştürülmesini savunmaktadır.
Bu çalışma, Türkiye’deki sıfır atık politikasının genel çerçevesini ve uygulamalarını ortaya koymayı amaçlamakta, bu konuda öne çıkan iyi uygulama örneklerinden biri olan Antalya Muratpaşa Belediyesi tarafından uygulanan Çevreci Komşu Kart projesini incelemektedir.
Çalışmada literatür incelemesine ek olarak 16 Eylül 2025 tarihinde Muratpaşa Belediyesi Çevre Koruma ve Kontrol Müdürlüğü’nden elde edilen veriler ile doküman incelemesi yöntemiyle nitel analiz çerçevesinde kullanılmıştır. Çalışmada Belediyenin sıfır atık hedefi doğrultusunda yürüttüğü faaliyetler ve bu kapsamda uygulanan Çevreci Komşu Kart projesi betimsel olarak değerlendirilmiş ve yorumlanmıştır.
Yapılan incelemede Muratpaşa Belediyesinin sıfır atık politikası kapsamında hayata geçirdiği “Çevreci Komşu Kart” uygulamasının olumlu yönlerinin yanında; ortaya çıkabilecek olumsuz sonuçlarının giderilmesi, çevre bilincinin oluşturulması ve atık miktarlarının azaltılması konusunda destekleyici yan projelerle geliştirilmesi gerektiği sonucuna ulaşılmıştır.

Abstract
The rapid increase in environmental pollution worldwide has brought new approaches to waste management to the forefront. In line with this, the Zero Waste Project was launched on a national scale in Turkey in 2017. The zero waste policy advocates for the prevention, reduction, reuse, and recycling of waste.
This study aims to outline the general framework and implementation of the zero waste policy in Turkey and examines the Environmentalist Neighbor Card project implemented by the Muratpaşa Municipality of Antalya, which is one of the leading examples of best practice in this area.
In addition to the literature review, data obtained from the Muratpaşa Municipality Environmental Protection and Control Directorate on 16 September 2025 was used within the framework of qualitative analysis through document review. The study descriptively evaluated and interpreted the activities carried out by the Municipality in line with its zero waste target and the Environmentalist Neighbor Card project implemented within this scope.
The review concluded that, alongside the positive aspects of the “Environmentalist Neighbor Card” initiative implemented by Muratpaşa Municipality within the scope of the zero waste policy, it is necessary to develop it with supportive sub-projects to address potential negative outcomes, foster environmental awareness, and reduce waste amounts.
