Abstract

This study aims to determine the contribution of graduate-level public personnel and human resources management courses given at Public Administration (PA), Political Science and Public Administration (PSPA), and Management Sciences programs to the competence of effective human resources in Turkey. In this context, PA, PSPA, and Management Sciences graduate programs in the State universities of Turkey were selected to scrutinize as selected examples. Data on the contents, learning outcomes, and achievements of personnel or human resources courses were compiled. The data obtained by the document analysis technique were analyzed using content analysis. It is observed that the categories of “human resource management” and “managing a human resource policy”, which may contribute to the effective utilization of human resources, are given more space than the category of “human resource development” in the mentioned graduate level courses and programs. Thus, a conclusion has been reached the fact that the university departments offering graduate-level Public Administration education in Turkey have not yet been able to deliver students with the ability to use human resources effectively enough at the targeted and ideal level.
