IJBEMP is committed to resolving complaints and appeals regarding publication processes fairly, transparently, and promptly. This process covers appeals against editorial decisions, complaints regarding the conduct of editors or reviewers, and notifications concerning the application of journal policies.
Distinction Between Complaint and Appeal
· Appeal: An author’s objection to an editorial decision regarding their manuscript (rejection, request for revision, deselection, etc.).
· Complaint: A notification concerning the conduct, process management, or policy application of an editor, reviewer, or journal staff member involved in the publication process.
How to Submit
Complaints and appeals are submitted in writing to ijbemp@gmail.com. The submission includes a clear explanation of the matter, information on the relevant manuscript or process, and supporting documents where available. The identity of the complainant is kept confidential upon request.
Review Process
Submissions undergo a preliminary review by the editor-in-chief. In this review, the scope, grounds, and concrete basis of the submission are assessed. Where the editor-in-chief is directly involved in the process that is the subject of the submission, the review is conducted by an independent editorial board member. Confidentiality of all parties is maintained throughout the process.
Evaluation of Appeals
Appeals against editorial decisions are examined by evaluating the rationale for the decision, the reviewer reports, and the content of the manuscript together. Where deemed necessary, a further reviewer opinion may be obtained. As a result of the appeal, the decision may be upheld as it stands, converted into a request for revision, or reopened for evaluation. The outcome is communicated in writing to the appellant together with its rationale.
Evaluation of Complaints
Complaints are examined in line with publication ethics and international best practice principles. The review is conducted on the basis of the flowcharts published by the Committee on Publication Ethics (COPE). Where a complaint is found to be justified, the process is re-run within the scope of the relevant policy.
Time to Resolution
Submissions are resolved within 60 days of receipt at the latest. Where additional time is required due to the scope of the review, this is communicated to the complainant together with its rationale.
Final Decision and Further Steps
The decision reached as a result of the journal’s internal review process is final. Where the complainant is not satisfied with the outcome, they may refer the matter to the relevant publication ethics organisations. In such a case, the journal is obliged to cooperate with these organisations and to share the necessary information and documents.
Bad-Faith Submissions
Submissions that are repeatedly made without justification on the same matter, that are intended to intimidate, or that are found to be manifestly unfounded are not evaluated under this policy. Where deemed necessary, such submissions may be reported to the relevant institutions.
