The main question of this study is: “Do the TÜBİTAK’s Scientific Fund Distribution promote the Entrepreneur Universities”. To find an answer to this question 2012 – 2015 TUBITAK Entrepreneur and Innovative University Index rankings (TEIUI), 2011 – 2015 TÜBİTAK Scientific Fund Amount Per City Rankings, Academic Performance Incentive amounts rankings for year 2016 and URAP University Rankings for 2015 have issued. The correlations between these datas have tested with Spearman’s Correlation Coefficient. As a result of these statistical tests The Yearly rankings of Scientific Funds and the yearly rankings of TEIUI is strongly positive correlated in theirselves each. In other words the change of this rankings are very limited.In contrast to this the correlation between the rankings of the scientific funds and TEIUI is very weak. This states that TÜBİTAK’s scientific funds contribution for developing Entrepreneur University is very limited. In addition to this the correlation between Scientific Fund Rankings and Academic Performance Incentive Premium’s rankings is moderate. This moderate correlation implies that the scientific fund’s distribution is academically inefficient.
